obligating event

An event that creates a legal or constructive obligation that results in the management of a water report entity having no realistic alternative to settling that obligation.

observation well

A well drilled in a selected location for the purposes of observing parameters such as water levels or pressure changes. Also called a bore, monitoring bore, monitoring well or piezometer.

observed river height

The depth of water (in metres) at a river height measuring gauge located along the river. In most cases a zero reading is the lowest water-level that is reached during dry conditions. In many tidal areas, as well as a few inland areas, river levels are expressed in metres above mean sea level or Australian height datum.

off-channel water comprises water in: (i) storages, such as farm dams, not connected to rivers and filled from runoff harvesting, surface water diversion or groundwater extraction (ii) rainwater tanks. off-channel water is owned by the individual or entity that abstracted the water and not available for water sharing.
