An event that creates a legal or constructive obligation that results in the management of a water report entity having no realistic alternative to settling that obligation.

A well drilled in a selected location for the purposes of observing parameters such as water levels or pressure changes. Also called a bore, monitoring bore, monitoring well or piezometer.

The depth of water (in metres) at a river height measuring gauge located along the river. In most cases a zero reading is the lowest water-level that is reached during dry conditions.
