Under a Victorian bulk entitlement, Grampians Wimmera–Mallee Water is able to transfer water to the Wimmera–Mallee supply system (within the MDB) from:

Snowy Hydro Ltd delivers water from the Snowy Mountains Scheme (outside of the MDB) to the Tumut River and River Murray, under the terms of the Snowy Water Licence. This value is included as a transfer. The total volume delivered by Snowy Hydro to the Tumut River and River Murray during the 2009–10 year is 1,855,000 ML.

Toowoomba regional council has entitlements within the Moreton Water Resource Plan Area that is outside of the MDB region. Toowoomba regional council takes water from Cressbrook and Perseverance reservoirs on Cressbrook Creek for urban purposes within the MDB. This supplements the take that Toowoomba regional council obtains from within the MDB that is shown in Line item 14.7.9.4 Allocation diversion of regulated flows – urban water holder. The volume delivered during 2009–10 is 6,000 ML.
This transfer arrangement delivers water directly into the Toowoomba regional council’s distribution network, which is excluded from the MDB region. Therefore the corresponding volume will not be reported in the water accounting statements.
