Further information about the data provided in the above table is given below:

  • South Australian data includes total allocation remaining for all other purposes (including high-security environmental purposes and individual irrigation holders) other than urban and stock and domestic use in the Murray – SA region. Information on carryover volumes, allocation, delivery and forfeiture on high security environmental purposes and individual irrigation holders is not separately provided in the accounting reports due to data compilation difficulties.
  • Victorian data includes regulated system total allocation remaining within each region. It was not possible to separate allocation remaining for different purposes such as urban, irrigation and environment, or between high reliability and low reliability classes of licence.

Quantification approach

Data source

Australian Capital Territory: Water Audit Monitoring Report 2009–10 (30 November 2010).

New South Wales: NSW Office of Water’s Water Accounting section.

Queensland: Water Audit Monitoring Report 2009–10 (31 January 2011).

South Australia: Water Audit Monitoring Report 2009–10 (22 February 2011) for environmental volumes and Department for Water’s Water Resource Operations Team for the other volumes.

Victoria: Department of Sustainability and Environment’s Water Entitlements and Trade section.

Note: Water audit monitoring (WAM) report data are stored in the Murray–Darling Basin Authority (MDBA) HYDRO database.

Data provider

MDBA.

Method

Allocation remaining (carryover) is as calculated by the states.

Uncertainty

WAM-sourced data does not have any uncertainty information on allocation remaining. The uncertainty of the remaining data are as shown in the table ‘Allocation/claim on regulated flows remaining within the region – other lumped holders’.

Approximations, assumptions, caveats/limitations

For South Australia:

  • The data for Murray – SA allocation remaining (carryover) was sourced from the Department for Water (DFW) Water Resource Operations Team. WAM 2009–10 also contained an opening balance for allocation remaining, but had no closing balance. The WAM number for allocation remaining opening balance was significantly different to the DFW number. The DFW number was selected and used in these line items as figures were available for both the opening and closing balances.
  • It is not expected that the South Australian allocation remaining (carryover) opening balance for 2009–10 will reconcile to the carryover closing balance for 2009–10 as WAM data were used for allocation announcements, allocation diversions and allocation trade. No data were available for the allocation adjustment and forfeiture. The data were from two different sources, the WAM opening balance for carryover was different to the carryover opening balance for 2009–10 volume supplied by DFW, and there was no figure available for allocation adjustment and forfeiture; therefore, the carryover volumes may not reconcile.

For Victoria:

  • The data for allocation remaining (carryover) was sourced from the Department of Sustainability and Environment (DSE) Water Entitlements and Trade section. WAM 2009–10 provided an opening balance for allocation remaining, but no closing balance. The WAM number for allocation remaining opening balance was significantly different to the DSE number. The DSE number was selected and used in these line items as figures were available for both the opening and closing balances.
  • It is not expected that the allocation remaining (carryover) opening balance for 2009–10 will reconcile to the carryover closing balance for 2009–10 as WAM data were used for allocation announcements, allocation adjustments and forfeiture, allocation diversions and allocation trade. The data were from two different sources and the WAM opening balance for carryover was different to the carryover opening balance for 2009–10 volume supplied by DSE; therefore, volumes may not reconcile.
