Table notes:

  1. WSS operators were not required to provide diversion information to the Queensland Department of Environment and Resource Management for the 2009–10 financial year. Diversions from 1 July 2010 onwards should be available, as the Moreton, Logan Basin and Gold Coast resource operation plans were finalised in December 2009.
  2. Cressbrook Creek WSS is used to supply Toowoomba (located outside the SEQ region) with urban water supply. These diversions are recorded in line item 14.10 Other lumped surface water decreases.
  3. Lower Lockyer Valley WSS allocation diversions include 3,163 ML (1 July 2009 to 31 March 2010) and 727 ML (1 April 2010 to 30 June 2010).

The Moreton, Logan Basin and Gold Coast resource operation plans (ROPs) did not come into effect until December 2009. Regions such as Central Brisbane, Stanley, Pine Valley and Cressbrook Creek became water supply schemes (WSSs) once the ROPs were implemented. Reporting of metered usage within these regions was not required until this time. Some WSSs do not need to report metered use until the 2010–11 financial year. Although entitlements, allocations and diversions still occurred for the full reporting year within these regions, the diversion volumes for the allocations were not included in the water accounting statement as they could not be quantified accurately due to a lack of available data. This has resulted in the allocation diversions presented in the water accounting statement showing a falsely low volume and the forfeiture a falsely high volume within the Moreton water resource plan (WRP) area.

All diversions associated with allocations on regulated flow other than high-security urban holders could not be identified into use or entitlement security categories. This resulted in diversions and forfeiture other than high-security urban holders being lumped into the allocations or diversions ‘other lumped holder’. Method

Regulated allocation diversions were provided by DERM from the WERD and WMS databases for each WRP area. The current ROP reporting requirements do not allow for reporting by ‘type’ of use. The ‘other lumped holder’ diversions were calculated by removing the urban diversions (line item 14.7.2.4 Allocation diversion of regulated flows – high-security urban holder) from the total regulated allocation diversion. This represents the remaining high-priority holders and all medium-priority holder diversions.

Approximations, assumptions, caveats and limitations

DERM has accepted metered data provided by WSS operators in good faith. The volume calculated excludes distribution loss, which was included in line item 26.1.9.7 Adjustment and forfeiture of allocation on regulated flows – other lumped holders.

Diversions for the following rural-based WSSs were not necessarily solely for irrigation purposes:

  • Central Lockyer
  • Lower Lockyer
  • Warrill Valley
  • Logan River.

The ‘other lumped holder’ diversions were underestimated, as WSS operators were not required to provide diversion volume to DERM for the 2009–10 financial year for the following WSSs:

  • Central Brisbane and Stanley
  • Cressbrook Creek
  • Pine Valley.
