Quantification approach   


This line item comprises three different data-sets:

  • import of water from the Sunshine Coast via Northern Pipeline Interconnector (NPI)
  • import from the Sunshine Coast via local reticulation system
  • import from North Stradbroke Island.

The method for each data-set is shown below.

 

Import from Sunshine Coast via Northern Pipeline Interconnector

 

Data source

SEQ Water Grid Manager WaterHub Database metered data for the NPI (meter M-096-BT and meter M-097-BT) provided by LinkWater.

 

Data provider

SEQ Water Grid Manager.

 

Method

Import from the Sunshine Coast via the NPI was measured by the NPI master meter at:

  • stage 1 – main to NPI at Old Gympie Road (meter M-096-BT)
  • stage 2 – main to NPI at Nobels Road (meter M-097-BT).

The meter readings, recorded by LinkWater, are daily time steps summed to provide an annual total.

Import from Sunshine Coast via local reticulation system

 

Data source

Queensland Water Commission (QWC) WaterHub database, suburb consumption data.

 

Data provider

Bureau of Meteorology.

 

Method

Import from the Sunshine Coast via the local reticulation system was calculated from the consumption data obtained from the QWC WaterHub database multiplied by a leakage percentage. Landers Shute Water Treatment Plant (WTP) supplies southerly flow to the Narangba–Morayfield area and North Pine in the Moreton water resource plan (WRP) area (postcodes 4551, 4550, 4517, 4518 and 4519).

Imported potable water consumption of 4219 ML was obtained from the QWC WaterHub database for these areas for the 2009–10 reporting period.

The leakage percentage for the Sunshine Coast Regional Council was determined using the total consumption of 26,075 ML and a leakage estimate of 2,807 ML, giving a leakage rate of 10.8%.

Approximations, assumptions, caveats and limitations

Area-based weighting of consumption per postcode assumes that the consumption occurs equally throughout each postcode.

It was assumed that the average leakage rate throughout the Sunshine Coast Regional Council area occurred within these postcodes.

More or less leakage may have occurred due to various factors, including pipe age, pipe material, pressure and local geology.

 

Import from North Stradbroke Island

Queensland Water Commission (QWC) WaterHub database, suburb consumption data.

 

Data provider

Bureau of Meteorology.

 

Method

Import from North Stradbroke Island is equal to the production from the North Stradbroke Island WTP less the consumption from postcode 4184 (islands of Macleay, Russel, Karrangarra, Lamb and Coochiemudlo).

The outflow through the North Stradbroke Island outlet meter M-013-BS was obtained from the SEQ Water Grid Manager WaterHub database.

The consumption from postcode 4184 was extracted from the QWC WaterHub database.

Approximations, assumptions, caveats and limitations

Based on meter-read data in WaterHub provided by Seqwater and LinkWater. The North Stradbroke Island production figure is only the production of the North Stradbroke Island WTP. As this production is only based on one meter, the SEQ Water Grid Manager cannot break down the volume transferred to the SEQ region and the volume used locally to service communities on North Stradbroke Island.
