The table below shows high-security allocations by water supply scheme (WSS) and water resource plan (WRP) area held by urban utilities. High-security allocations were 100% in 2009-10.

Water Supply Scheme (WSS) | Volume (ML) |
---|---|---|
Gold Coast | Nerang | 76,295 |
TOTAL Gold Coast WRP area | 76,295 | |
Logan Basin | Logan River | 8,910 |
TOTAL Logan Basin WRP area | 8,910 | |
Moreton | Central Brisbane and Stanley | 278,725 |
Pine Valley | 59,000 | |
TOTAL Moreton WRP area | 337,725 | |
Total SEQ region | 422,930 |
For the purpose of the National Water Account 2010, the high-security urban holders class only includes the SEQ Water Grid Manager entitlement allocations, as they have been identified as the urban holder of high-security entitlements in the resource operation plans (ROPs). Other organisations may hold high-security entitlements for some form of urban use, but, as urban use is not identified on entitlements, these could not readily be identified. For this reason, a small number of entitlements that may fall into this category are included in line item 25.1.97 Allocation announcement on regulated flow – other lumped holder.
In Queensland, entitlements and allocations do not have intended use as an attribute, and all metered abstractions do not have entitlement priority or use as attributes. Urban holders of high-security entitlements were individually determined by obtaining all high-security entitlement volumes from the Moreton, Logan Basin and Gold Coast ROPs Schedule of Water Allocations listed for the SEQ Water Grid Manager.
The values provided by the Queensland Department of Environment and Resource Management (DERM) were modified by removing the high-security urban holder component.
The table below shows the surface water allocation carryover reconciliation:
Allocation category | Opening balance (ML) | Announcement (ML) | Allocation diversion (ML) | Forfeiture (ML) | Closing balance (ML) |
---|---|---|---|---|---|
High-security urban | 0 | 422,930 | 175,727 | 247,203 | 0 |
High-security other | 0 | 20,860 | 20,324 | 64,682 | 0 |
General-security other | 4,534 | 71,288 | 11,676 |
DERM, ROPs and announced allocation data.
DERM.
Regulated flow – high-security urban holder entitlements were defined as high-priority group entitlements held by the SEQ Water Grid Manager.
The volumes of SEQ Water Grid Manager high-priority entitlement were obtained from the Moreton, Logan Basin and Gold Coast ROPs Schedule of Water Allocations (Queensland supplemented water allocations are equivalent to regulated entitlements of the National Water Account 2010).
Announced allocation of 100% was given for all SEQ Water Grid Manager entitlements for the 2009–10 year, making the allocation announcements equal to the nominal entitlement volume.
