25.1.9.7 Allocation announcement on regulated flows — other lumped holders

The tables below show the high, general and low security allocations by water supply scheme (WSS) and water resource plan (WRP) area and the allocation announcement percentages.

A conservative allocation announcement of 27% of entitlement was made in the Lower Lockyer WSS at the start of the water year (1 April 2009), due to a low volume of water. During the water year, greater than expected inflows into the WSS enabled additional allocation announcements to be made. One of these occurred before the National Water Account 2010 reporting period (1 July 2009 – 30 June 2010) on 1 June 2009 (48%). Two additional allocation announcements occurred during the reporting period, on 1 September 2009 (71%) and 11 March 2010 (100%). These additional amounts, combined with the 100% allocation announcement of 11,278 ML (medium) and 1,500 ML (medium distribution loss) at the start of the next water year (1 April 2010), make up the total allocation announcement for the National Water Account 2010 reporting period of 17,143 ML (medium) and 2,280 ML (medium distribution loss). Interim water allocations are provided for Central Lockyer, Warrill and Lower Lockyer under interim resource operation licence (IROL) (Central Lockyer Valley WSS), July 2008; IROL (Warrill Valley WSS), amended August 2008; and IROL (Lower Lockyer Valley WSS), July 2008.

In Queensland, entitlements and allocations do not have intended use as an attribute, and all metered abstractions do not have entitlement priority or use as attributes. All entitlements defined as high security, or general and low security, for the purpose of the National Water Account 2010, have therefore been included in the ‘other’ category.

For the purpose of the National Water Account 2010, the high-security entitlement – other lumped holders class does not include the SEQ Water Grid Manager entitlement allocations, as they have been identified as an urban holder. For the purpose of the National Water Account 2010, the high-security other lumped holder entitlement class includes the following Queensland water priority types, where the holder is not the SEQ Water Grid Manager:

  • high class A
  • high
  • high distribution loss
  • high A
  • high B.

For the purpose of the National Water Account 2010, the general and low security entitlement allocation class includes the following Queensland water priority types:

  • medium
  • medium distribution loss
  • risk A
  • risk B.

Method

The volume was calculated by  multiplying the nominal allocation volume (equivalent to entitlements in the  National Water Account 2010) stated in the ROP or IROL by the announced  allocation percentage. Data were then sorted into water security type and WSS.  The water security types were then assigned to the National Water Account 2010  classifications of high security – other lumped holder, or general and low  security – other lumped holder. Allocations were also separated into WRP area  based on the WSS.
