This line item reflects the unused portion of the allocation/claim associated with the water distribution system store for industrial and commercial entitlement holders, and forfeiture of carryover volumes from the Fish River Water Supply Scheme (FRWSS) as detailed below:
Delta Electricity used 22,821 ML (Line item 19.8.8) of water from its calculated volumetric allocation of 25,000 ML (Line item 23.12) from the Coxs River water source resulting in 2,179 ML forfeiture.
Delta Electricity and Lithgow City Council did not use their carryover volumes from the FRWSS during 2009–10 as detailed in Line item 7.15 Nonphysical water distribution system asset—other lumped.

Metered data for diversions are from reservoirs from Delta Electricity data spreadsheets.
Forfeiture of allocation for the regulated entitlement category is the difference between announced allocation and measured diversions from the reservoirs.
Line item 23.12 provides the calculation method for volumetric value for the announced allocation/claim from regulated flows for the industrial and commercial holder category.
Ultrasonic flow meters were used to measure diversions from Lake Lyell, Lake Wallace and Thomsons Creek Reservoir to the Mt Piper and Wallerawang power stations.
Adjustment and forfeiture of allocation/claim was estimated. Uncertainty is ungraded.
