The volume for the line item at the end of 2009–10 was 0 ML.
Delta Electricity and Lithgow City Council were entitled to 35 ML and 10 ML carryover volumes, respectively, from the Fish River Water Suppy Scheme (FRWSS) at the beginning of 2009–10. The carryover volumes were inter-basin claims to receive water to their respective water distribution systems.
Delta Electricity and Lithgow City Council did not use their carry-over volumes from the FRWSS during 2009–10 (however, they used part of their allocation earned during 2009–10).
This line item comprises two different data-sets. The method for each data-set is shown below.

Carryover volume available at the beginning of a year from the Fish River Water Supply Scheme (FRWSS) is calculated from entitlement holder’s allocation and metered supply volume for the previous two years (carryover volume is a two-year rolling average computed every six months; the carryover volume is capped at 50% of the maximum annual quantity). The metered supply volume is based on flow measurements by NSW State Water Corporation using ABB magflow meters.
The volume is based on measured data. Estimated uncertainty based on meter accuracy is +/–2%. Meters are calibrated annually by ABB (meter supplier). The NSW Office of Water conducts an annual verification review on Delta Electricity’s water data.
