The Bureau of Meteorology's new water information functions are described in the Commonwealth Water Act 2007 under Part 7 - Water Information. These new functions are supported by the Water Regulations 2008.

The Water Act 2007 (Section 256) allows the Water Regulations 2008 to refer to certain material without it being explicitly 'written into' the Regulations.
Such is the case with the document titled Persons and Classes of Persons. It is referenced in Regulation 1.06 and its contents have effect as though they were included in the Regulations themselves.
For the purposes of Section 126 of the Water Act, Subregulation 1.03 (1) of the Water Regulations defines by category the organisations that must give water information to the Bureau. It refers readers to the document titled Persons and Classes of Persons for the names of the organisations in those categories.
There are eight categories specified in subregulation 1.03 (1). Organisations can be listed in one or more categories. Each category has obligations to report certain water information to us.
The categories are as follows:
