13.1 Adjustment and forfeiture of surface water allocation

The volume recognised in the water accounting statements (23,664 ML) represents the total forfeiture of water allocations for all surface water supply in the Ord region not related to urban water systems or irrigation schemes. Forfeiture here occurs because the dates of the 'water year' of each allocation do not match the dates of the 2010–11 year.
Water supply licences are divided into licence entitlement purposes in the table below.

Any unused allocation cannot be carried over to a subsequent licence year. For each licensee, the portion of an entitlement that has not been abstracted by end of its reporting period is forfeited.
That is, the portion of surface water allocation that has not been abstracted at the end of the 2010–11 year is forfeited. The forfeiture is calculated as the total annual allocation for each licence minus total allocation diversion. However, given that the volume of abstraction is estimated to be the full allocation (refer to line item 17.11), this component of the forfeiture is assumed to be zero.
Entitlements that are terminated during the 2010–11 year are also considered to be forfeitures.

This has been restated because the Bureau of Meteorology changed the water accounting treatment of Tropical Forest Service licence (SWL162772). Previously, the liability was not recorded as the licence was deemed to be an unregulated due to the status of the Dunham River. However, the Tropical Forest Service licence is now regarded as regulated as the present obligation can be discharged from the available water source at Arthur Creek Dam. Also, availability of actual meter readings improved the accuracy of the volume presented in this line item.
