13.3 Adjustment and forfeiture of surface water allocation - irrigation scheme

The volume recognised in the water accounting statements (178,586 ML) represents the total forfeiture of water allocations for bulk irrigation surface water entitlements in the Ord region. Forfeiture here occurs because the dates of the 'water year' of each allocation do not match the dates of the 2010–11 year.

This item refers to irrigation licences for Ord Irrigation Cooperative Limited and Water Corporation.

Any unused allocation cannot be carried over to a subsequent licence year. For each licensee, the portion of an entitlement that has not been abstracted by end of its reporting period is forfeited.

That is, the portion of surface water allocation that has not been abstracted at the end of the 2010–11 year is forfeited. The forfeiture is calculated as the total annual allocation for each licence minus total allocation diversion. However, given that the volume of abstraction is estimated to be the full allocation (refer to line item 17.13), this component of the forfeiture is assumed to be zero.

Entitlements that are terminated during the 2010–11 year are also considered to be forfeitures.

Forfeiture is calculated based on available abstraction data. Where the abstraction data are estimated, the forfeiture is subject to the same assumptions and limitations of the abstraction data. Refer to line item 17.13 Surface water allocation diversion – irrigation scheme.

The uncertainty estimate was not quantified.
