During the 2010–11 year, the water allocation for individual users and the urban water system was assumed to equal 100% of the annual water entitlement. In contrast, the water allocation for the Harvey Water irrigation scheme was less than 100% of the water entitlement for the 2010–11 year (see table above).

It is likely that, given the relatively low water levels in the major irrigation supply storages during the 2010–11 year, only a percentage of the water entitlement for the irrigation scheme was available for use.
