The Water Corporation manages the urban water system, which is subject to licence agreements for abstraction of water from the surface water storages. One of the conditions of the licence agreement is that the maximum amount of abstraction for each year is announced by the Minister for Water on an annual basis. The announced allocation is made after a review by the Department of Water of storage water levels in the Perth region in October of the reporting year.
The total surface water allocation announcement is assumed to equal 100% of the annual entitlement.
