14.1 Adjustment and forfeiture of groundwater allocation

The line item (62,204 ML) represents the volume of groundwater allocation adjustment for other lumped class entitlement holders in the Sydney region.

Adjustment of the groundwater allocation volume is equal to the total allocation announcement for the Sydney region (reported at line item 22.1) because of the following two points:

• groundwater extraction in the Sydney region could not be quantified in a way that is complete, neutral and free from material error
• carryover could also not be quantified in a way that is complete, neutral and free from material error.

Entitlement information was extracted from the Water Sharing Plan for the Greater Metropolitan Region Groundwater Sources.

The Bureau calculated adjustment of allocation; New South Wales Office of Water provided entitlement information.

Under the Water Sharing Plan, carryover of any unused allocation at the end of the year is allowed for groundwater access licences. The maximum volume of carryover allowed is determined by the rules in the Water Sharing Plan and the volume of water extracted under the licence. As the volume of water extracted under these licences could not be quantified, the carryover volume could also not be quantified. Therefore, for the purposes of the National Water Account, the carryover volume (opening and closing balance in line item 6.1) was assumed to be zero. In order to the balance the account, the adjustment reported in this line item is equal to any remaining unused allocation.

As extractions and carryover were not quantified, the adjustment was 100% of the water access entitlement.

For entitlements - the allocation/claim was derived from the Water Sharing Plan for the Greater Metropolitan Groundwater Sources.  Uncertainty was not quantified.
