6.2 Groundwater allocation remaining – urban water system

This line item (0 ML) represents the volume of groundwater allocation remaining for urban groundwater entitlement holders in the Sydney region.
Entitlements are specified on water access licences. They are expressed as unit shares in a defined licence category under the Water Management Act 2000 (New South Wales). The water volume allocated to a licence holder is derived from an allocation announcement and the licence holder's share component.
While carryover of unused groundwater allocations is allowed, the carryover volume could not be quantified. Therefore, for the purposes of the National Water Account, the opening and closing balance (carryover volume) reported was 0 ML.

Method
Under the Water Sharing Plan, carryover of any unused allocation at the end of the year is allowed for groundwater access licences. The maximum volume of carryover allowed is determined by the rules in the Water Sharing Plan and the volume of water extracted under the licence. As the volume of water extracted under these licences could not be quantified, the carryover volume could also not be quantified. Therefore, for the purposes of the National Water Account, the carryover volume (opening and closing balance in line item 6.2) was assumed to be zero.
Assumptions, limitations, caveats and approximations
As extractions and carryover were not quantified, the opening and closing balances for the groundwater allocation remaining were assumed to be zero.

For entitlements - the allocation/claim was derived from the Water Sharing Plan for the Greater Metropolitan Region Groundwater Sources. Uncertainty was not quantified.
