This line item reflects the allocation/claim for the urban water system associated with industrial and commercial entitlement holders. Line item 3.9 reflects the liability to the connected surface water store from that allocation.

The volumetric value for the allocation/claim from regulated entitlements for industrial and commercial holders for 2010–11 is 23,000 ML. This value is based on Delta Electricity's entitlements stated in the water management licence and an assumed allocation of 100% at the beginning of 2010–11.

Method

The volumetric value for the announced allocation/claim on flows for the industrial and commercial holder category was derived by:

  • mapping entitlement values stated in the draft water sharing plan and Delta Electricity water management licence to the entitlement category.
  • applying an assumed allocation 100% at the beginning of 2010–11.

Assumptions, Limitations, Caveats and Approximations

There is no process of formal allocation announcement for the entitlement holders considered in this line item. Taking into consideration the water availability at the beginning of 2010–11, an allocation of 100% was assumed.

The NSW Office of Water records entitlements for this line item as unregulated for major utilities and local water utilities (to harvest unregulated inflow). The Bureau of Meteorology has separated these entitlements to other urban claims on water as Delta Electricity is considered an urban utility that uses water, not an urban utility that supplies water from the urban water system.

Calculated announced allocation/claim includes both water available to the end users and system losses. Entitlement values used for the calculation of announced allocation/claim are provisional and an estimate.
