This item represents the opening and closing balance for industrial and commercial holders. Delta Electricity was entitled to 23,000 ML of water from the Cox River water source as stated in their water management licence. Reconciliation of this line item is described in the following table.

Delta Electricity's water management licence operates from 1 July to 30 June. At the end of the water management year, any unused allocation is forfeited. Therefore, the remaining urban claim on 30 June 2011 is 0 ML.
