32.2 Surface water access entitlement for non–allocated diversions

This line item consists of two different types of entitlements:

  • Australian Capital Territory (ACT) surface water access entitlements administered by the ACT Environment and Sustainable Development Directorate (ESDD)
  • New South Wales (NSW) unregulated entitlements, administered by NSW Office of Water.
The total volume of surface water access entitlement for non-allocated diversions was 2,866 ML for the 2011–12 year.

There were 62 active surface water access entitlements with a total volume of 1,767 ML in the ACT, not including ACTEW's urban entitlement that was included in line item 32.3 Surface water access entitlement for allocation diversion.

There was a total volume of 1,099 ML of unregulated entitlements in the NSW portion of the Canberra region.

Method

The NSW Office of Water provided a summary of unregulated entitlements within the NSW portion of the Canberra region from their entitlement database.

The list of ESDD's surface water entitlements was queried for active entitlements not held by ACTEW.

Assumptions, limitations, caveats and approximations

It was assumed that only active ESDD surface water entitlements were valid. Surrendered, applied and cancelled entitlements were not included in the volume reported for this line item.
