Supporting information
The volumetric value for the line item for the 2011–12 year was 12,487,892 ML. The line item includes surface water entitlement or other arrangement that may produce a surface water liability. For the Murray–Darling Basin (MDB) region, the line item includes surface water access entitlements that give access to regulated flow for non-urban and urban purposes.
The following table presents summarised information for the line item on Water Resource Plan (WRP) area basis. Subsequent tables provide breakdown information of entitlements separately for non-urban and urban purposes on sustainable diversion limit (SDL) area basis.

This line item corresponds to line item 32.3 'Surface water access entitlement for allocation diversion' reported in the 2011 Account. The following changes resulted in the restatement of the 2010–11 year volume:
- changes in presentation and classification of the line items (regrouping)
- scope change
- error correction
- updated information.
The changes and their respective values are detailed in the following table.

Presentation and classification change was due to:
- excluding 6,676 ML reported in the 2011 Account for unsupplemented water entitlements for Condamine–Balonne SDL area
- excluding 1,944 ML reported in the 2011 Account for unsupplemented water entitlements for Queensland Border Rivers SDL area.
The scope change was due to:
- including classes 7, 8 and 9 entitlements for SA Murray in the 2012 Account. Resulting increase for the 2010–11 year was 259,912 ML.
Prior period error correction was due to:
- reducing urban bulk entitlements – Goulburn 'river' for Goulburn SDL area reported in the 2011 Account by 9,703 ML
- reducing high and low reliability water share (regulated diverters) for Loddon SDL area by 5,730 ML due to double-counting of environmental entitlements in the 2011 Account.
Updated information has resulted in:
- increasing classes 1 and 3 entitlements reported in the 2011 Account for SA Murray by 73,475 ML.
