This line item (140 ML) represents the total groundwater allocation for the urban class entitlement holders in the Sydney region for the 2011–12 year.
Entitlement (expressed as a share component under the Water Management Act) is specified on a water access licence expressed as a unit share for a defined licence category. The amount of water that a licence holder is allocated is a result of an allocation announcement and their share component.
Reconciliation of this line item is shown in the following table.

The groundwater entitlement stated is assumed to be the total volume for local urban water utilities stated in the Water Sharing Plan for the Greater Metropolitan Region Groundwater Sources.
Assumptions, limitations, caveats and approximations
The total allocation is assumed to be 100% of the entitlement stated in the Water Sharing Plan. As no extractions from groundwater are quantified, the adjustment and forfeiture is 100% of the allocation/claim.
