Quantification Approach

Data Source

Entitlement information from: Draft Water Sharing Plan – Greater Metropolitan Unregulated River Water Sources; Delta Electricity Water Management Licence. Metered data for diversions are from reservoirs from Delta Electricity data spreadsheets.

Provided by

Bureau of Meteorology: calculated adjustment and forfeiture of allocation/claim; NSW Office of Water: entitlement information; Delta Electricity: metered data for diversions from reservoirs.

Method

Forfeiture of allocation for the regulated entitlement category is the difference between announced allocation, carry-over and measured diversions from the reservoirs.

Line item 11.20 provides the calculation method for volumetric value for the announced allocation/claim from regulated flows for the industrial and commercial holder category.

Ultrasonic flow meters were used to measure diversions from Lake Lyell, Lake Wallace and Thomsons Creek Reservoir to the Mt Piper and Wallerawang power stations.

Assumptions, Limitations, Caveats and Approximations

For volumetric value for the announced allocation/claim see 'Approximations, assumptions, caveats/limitations' in line item 11.20.

For measured diversions: nil.

For carry-over volume see 'Approximations, assumptions, caveats/limitations' in line item 3.9.

Uncertainty Information

Adjustment and forfeiture of allocation/claim was estimated. Uncertainty was not quantified.

Prior period error: The volume stated in the 2010 Account for Delta's forfeiture on their urban water claim included Delta Electricity's and Lithgow City Council's carry-over volume under the Fish River Water Supply Scheme (FRWSS). The FRWSS carry-over and forfeiture has been accounted for in line item 19.14.
