19.14 Adjustment and forfeiture of urban inter-region claim on water

Carryover of allocation volumes for the Class 6 water access entitlement (WAE) is not permitted as detailed in the water allocation plan for the River Murray Prescribed Watercourse. Therefore, the volume reported (82,523 ML) was the difference between the water allocation announced for the 2011–12 year (line item 11.15 Increase of inter-region claim on water by urban water system: 130,000 ML) and the volume of River Murray water effectively imported into the Adelaide region during that year (line item 11.9 Delivery of water to urban water system under inter-region agreement: 47,477 ML).
Note that the volume of water effectively imported into the Adelaide region under Class 6 WAE is different from the volume diverted from the River Murray (59,030 ML). The difference between diversion from the River Murray and effective import into the Adelaide region (11,553 ML) is explained by the following factors:
- some of the water diverted by SA Water under Class 6 WAE is used outside the Adelaide region
- transmission losses
- measurement and estimation errors.

The volume for the line item was calculated by subtracting the volume of River Murray water delivered to the Adelaide region's urban water system under the Class 6 WAE from the volume of water made available for abstraction (allocation) under the entitlement. This calculation is summarised in the following table.

1 Sourced from the DEWNR WILMA licensing database. This volume corresponds to meter readings for the following pumping stations on the River Murray: Mannum (Mannum –Adelaide pipeline), Murray Bridge (Murray Bridge – Onkaparinga pipeline) and Swan Reach (Swan Reach – Stockwell pipeline). It is the volume used to debit SA Water allocation account under Class 6 WAE for the Adelaide metropolitan region.
The adjustment representing delivery of Class 6 WAE water to users outside the Adelaide region, quantification errors and pipeline losses was calculated as the difference between the River Murray abstractions (59,030 ML) and the actual delivery to the region's urban water system (47,477 ML): 11,553 ML.

This line item corresponds to line item 19.14 'Decrease of urban inter-region claim on water' reported in the 2011 Account.
The volume of line item 11.9 Delivery of water from outside region to urban water system at 30 June 2011 has been restated in the 2012 Account. As this volume appears in the calculation of the 2010–11 year volume of line item 19.14 Adjustment and forfeiture of urban inter-region claim on water, the volume of line item 19.14 has been restated from 104,654 ML in the 2011 Account to 101,701 ML in the 2012 Account as shown in the following table.
