21.1 Surface water allocation announcements

The volume reported for the surface water allocation announcement in the water accounting statements is 1,832 ML.
The Water Sharing Plan for the Murrumbidgee Unregulated and Alluvial Water Sources, under the Water Management Act 2000 commenced on 4 October 2012, which covers the area of Canberra region. Entitlements (referred to as share component under New South Wales (NSW) legislation) are specified on water licenses as unit share and allocation announcement is based on share component. The entitlements considered to be representative for the 2012–13 are as follows.

Prior to the 2012–13 year, surface water liabilties were not recognised in the Canberra region because there were no licences issued; therefore the associated allocation in the comparative year was 0 ML.

Method
The area of the Canberra region does not align with the water management areas of the NSW government. Entitlement was therefore estimated by selecting licences falling within the Canberra region area, using ArcGIS. Then, relevant licenses were selected from the database and matched up the appropriate share components.
Assumptions, limitations, caveats and approximations
The accuracy of nominating licences through ArcGIS for extraction is limited by the quantity and accuracy of the geographical coordinates defined in the licencing administration system (LAS), and the maintenance of the spatial layer.

The entitlements were estimated. Data accuracy code is A (+/- 0-5%).
