The volume recognised in the water accounting statements (360,816 ML) represents the allocation effectively made for bulk entitlements to the urban utilities in the Melbourne region during 2009–10. Allocations are not formally made; rather the bulk entitlements allow utilities to take what is available up to a specified volume. No carryover occurs in the system. The volume allocated does not include 546 ML supplied to Gippsland Water. This 546 ML appears as part of Line item 20.6.4 Volume of non-potable water export.
