Differences between the urban water distribution system components are attributed to unaccounted water losses, and limitations in the calculations of volumes sourced, treated and supplied for consumption and other uses.

Customer usage is estimated from billing data by allocating quarterly billed volumes over the days that are covered by the billing period for each customer. Daily estimates of nonrevenue water are then aggregated for the year.
Nonrevenue water is estimated by back-allocating each customer’s billed volumes into the period of use, aggregating the volumes for all customers from 01 July to 30 June, and then determining the difference of the total water received. That is, for each day in the reporting period, an estimate of customer usage is subtracted from the total bulk water received on that day to arrive at the estimated level of nonrevenue water.
