Lower Lockyer Water Supply Scheme (WSS) water year is from 1 April to 31 March. All unused Lower Lockyer WSS allocations at 30 June 2011 were not regarded as forfeiture but rather as allocation remaining at the end of the National Water Account 2010–11 year (1 July 2010 to 30 June 2011). The volume reported represents the unused water allocation that remains available for use until 31 March 2012. Further information can be found in line item 5.1 Surface water allocation remaining.
This line item includes forfeiture, and adjustments on allocations. In some WSSs, allocation announcements were made for distribution loss entitlements (Central Lockyer WSS, Lower Lockyer WSS and Warrill Valley WSS). These allocations cover conveyance losses from delivering water for other allocations. All distribution loss allocation usage has been included as adjustments in this line item as use is within stream and can not be considered a diversion.
b. Non-urban surface water allocation remaining – reconciliation
The following table shows the non-urban surface water allocation reconciliation. Due to the very wet year, demand was lower than in previous years and combined with the 100% allocation announcements, this has resulted in a higher forfeiture of surface water allocation.

Comparative year
This line item corresponds to line item 26.1.9.7 Adjustment and forfeiture of allocation on regulated flows – other lumped holder reported in the 2010 Account. In the 2010 Account this included a component for Cressbrook Creek WSS adjustment and forfeiture. In the 2011 Account Cressbrook Creek has been transferred to line item 13.2 Adjustment and forfeiture of surface water allocations – urban water system as Cressbrook Creek is used to provide the town of Toowoomba with urban water.
