5.1 Surface water allocation remaining

a. Overall
This line item represents the claims on the region's surface water held by non-urban entitlement holders at the begining and end of the 2010–11 year.
Allocation carry-over from one water year to the next does not occur in the South East Queensland (SEQ) region. All unused allocation at the end of a water year is forfeited.
Where a water supply scheme (WSS) has a water year that does not match the 2010–11 year of 1 July – 30 June, there is potential for claims to be remaining at 30 June as the water year has not concluded. Within the SEQ region, the Lower Lockyer WSS's water year (1 April – 31 March) does not match the 2010–11 year (1 July – 30 June). In this specific case, and for the purpose of the 2011 Account, any unused allocations remaining at the end of the 2010–11 year are available at the start of the 2011–12 year (1 July 2012).

Notes:
The allocation announcement at the start of the water year (1 April 2010) in the Lower Lockyer WSS was 100% and remained 100% for the remainder of the water year. The allocation announcement at the start of the next water year (1 April 2011) was also 100%.
Line item 13.1 Adjustment and forfeiture of surface water allocation includes adjustments and forfeiture. As distribution loss allocations are not diverted (as they are in-stream use), all distribution loss allocations are accounted for as adjustments. For more information, refer to line item 13.1 Adjustment and forfeiture of surface water allocation.
A line item listed as NA means that the adjusting activity occured in the 2010 Account using different line items. These 2010 Account line item numbers have been omitted from this table to assist with clarity.
- Where the adjustment or diversion has been listed as NA, this means that either adjustment or diverison was not applicable for that allocation type. Distribution loss allocations have been considered as adjustments, where as no adjustments were applicable to the medium priority allocations.
b. Non-urban surface water allocation remaining – reconciliation
The following table shows the non-urban surface water allocation reconciliation. Due to the very wet year, demand was lower than in previous years and combined with the 100% allocation announcements, this has resulted in a higher forfeiture of surface water allocation.

Method
Announced allocations for the Lower Lockyer WSS's water year (1 April – 30 March) were obtained from the Seqwater website. Metered quarterly use data were extracted from DERM's Water Scheme Operator Report. Any unused allocation remaining at the end of the water year (i.e. 31 March) was forfeited; and there was no carry-over of allocation between water years. The allocation remaining at the end of the 2010–11 year (30 June 2011) was calculated by subtracting the first quarter use (1 April – 30 June) from the announced allocation made on 1 April 2011.
Assumptions, Limitations, Caveats and Approximations
It was assumed that all entitlement, allocation and diversion data within the Water Scheme Operator Report were accurate and current at the time of data extraction.
