17.11 Surface water allocation diversion
Supporting Information
a. Overall
This line item represents the volume of water diverted from surface water by non-urban (not SEQ Water Grid Manager or Toowoomba Regional Council) holders of supplemented allocations.
Water resource plan (WRP) area | Water supply scheme (WSS) | Volume (ML) |
Gold Coast | Nerang | 5 |
Total Gold Coast WRP area | 5
Logan Basin | Logan River | 1,888 |
Total Logan Basin WRP area | 1,888
Moreton | Central Brisbane River and Stanley River1 | – |
Central Lockyer | 433 | |

Warrill Valley | 2,663 | |
Total Moreton WRP area | 4,012
Total SEQ region | 5,905 |
Notes:
- Central Brisbane River and Stanley River WSS supplemented allocation diversions were not available from Queensland Department of Environment and Resource Management's (DERM's) Water Management System (WMS) at the time of publication. These have ben reported as (–) in the 2011 Account.
- Cressbrook Creek WSS is used to supply water to the town of Toowoomba. All supplemented allocation diversions within the Cressbrook Creek WSS were included in line item 17.12 Surface water allocation diversion – urban water system.
- The diversions shown in the table exclude distribution loss volumes, as these were included in line item 13.1 Adjustment and forfeiture of surface water allocation.
- Pine Valleys WSS is used exclusively for urban water supply. All supplemented allocation diversions within the Pine Valleys WSS were included in line item 17.12 Surface water allocation diversion – urban water system.
b. Non-urban surface water allocation remaining – reconciliation
The following table shows the non-urban surface water allocation reconciliation. Due to the very wet year, demand was lower than in previous years and combined with the 100% allocation announcements, this has resulted in a higher forfeiture of surface water allocation.
Water resource plan (WRP) area | Water supply scheme (WSS) | Line item 5.1 |

Quantification Approach
Data Source
Provided by
Method
Supplemented allocation diversions were provided by DERM from the WMS database for each water resource plan area. The current resource operation plan reporting requirements do not allow for reporting by 'type' of use. This line item was calculated by removing the urban diversions (line item 17.12 Surface water allocation diversion – urban water system) from the total supplemented allocation diversion. This represents the remaining high-priority holders and all medium-priority holder diversions.
Assumptions, Limitations, Caveats and Approximations
DERM has accepted metered data provided by water supply scheme (WSS) operators in good faith. The volume calculated excludes distribution loss, which was included in line item 13.1 Adjustment and forfeiture of surface water allocation.
Diversions for the following rural-based WSSs were not necessarily solely for irrigation purposes, and may have included some supplemented allocation diversions for urban purposes:
- Central Lockyer WSS
- Lower Lockyer WSS
- Warrill Valley WSS
- Logan River WSS.
Uncertainty Information
