21.2 Surface water allocation announcements – urban system

a. Overall
The volumetric value for the line item at the end of the 2011–12 year was 442,826 ML.
This line item consists of surface water allocation announcements for entitlements held by urban utilities including Gold Coast water resource plan (WRP) area, Logan Basin WRP area and Moreton WRP area.
The following table shows allocation announcements by water supply scheme (WSS) and water resource plan (WRP) area held by urban utilities. All allocation announcements were 100% in the 2011–12 year.

Note:
As per line item 21.1, there was no change in data from 2010–11 because announced allocation was the same i.e. 100%.
In the 2010–11 year, there was an additional 7,700 ML entitlements from the Nerang WSS strategic reserve but there was no such additional entitlements in the 2011–12 year.
b. Urban surface water allocation remaining – reconciliation
The following table shows the urban surface water allocation reconciliation. Demand was lower in 2012 than in the previous year and combined with the 100% allocation announcements, this has resulted in higher forfeiture of urban surface water allocation (around 52%) than that reported for the 2011 Account.
Urban surface water entitlements have a component included within them to allow for some future population growth. A component of the forfeiture may be attributed to this reason.

There is no carryover in the SEQ region and urban surface water allocation remaining (line item 5.2) will be always zero.
c. Urban entitlements
For the purpose of the 2012 Account, the urban claim on surface water only includes the SEQ Water Grid Manager and Toowoomba regional council entitlement allocations, as they have been identified as the urban holders of entitlements in the resource operations plans (ROPs).
Other organisations may hold supplemented entitlements for some form of urban use. As urban use is not identified on entitlements these could not readily be identified. For this reason, a small number of entitlements that may fall into this category are included in line item 21.1 Surface water allocation announcements.
In Queensland, entitlements and allocations do not have intended use as an attribute, and metered abstractions do not have entitlement priority or use as attributes. Urban holders of entitlements were individually determined by obtaining all entitlement volumes from the Gold Coast, Logan Basin and Moreton ROPs schedule of water allocations listed for the SEQ Water Grid Manager and Toowoomba regional council.

Method
Urban holder entitlements were defined as high-priority group supplemented entitlements held by the SEQ Water Grid Manager or Toowoomba regional council.
The volumes of entitlement were obtained from the Moreton, Logan Basin and Gold Coast ROPs schedule of water allocations (Queensland supplemented water allocations are equivalent to regulated entitlements of the 2011 Account).
Announced allocation of 100% was given for all urban utility's entitlements for the 2010–11 year, making the allocation announcements equal to the nominal entitlement volume.
Assumptions, limitations, caveats and approximations
Other organisations may hold supplemented entitlements for some form of urban use, but, as urban use is not identified on entitlements, these could not readily be identified.
