21.1 Surface water allocation announcements

a. Overall

The volumetric value for the line item at the end of the 2011–12 year was 73,304 ML.

This line item consists of all surface water allocation announcements with the exception of announcements for entitlements held by urban utilities.

The following table shows the allocation announcements for various priority groups by water supply scheme (WSS) and water resource plan (WRP) area. Announced allocations for all the WSSs at the start of the water year were 100%. Once announced allocation reaches 100% it cannot be decreased in the water year.

Interim water allocations are provided for Central Lockyer, Warrill Valley and Lower Lockyer under interim resource operation licence (IROL) (Central Lockyer Valley WSS), July 2008; IROL (Warrill Valley WSS), amended August 2008; and IROL (Lower Lockyer Valley WSS), July 2008.

Priority classes can be found in the relevant resource operations plans (ROPs).

b. Non-urban surface water allocation remaining – reconciliation

The following table shows the non-urban surface water allocation reconciliation. A relatively higher carryover volume at the beginning of the 2011–12 year has resulted in a higher forfeiture of surface water allocation compared to that reported for the 2011 Account.

Quantification approach

Data source

Seqwater: Water supply scheme operator and resource operation licence holder. This information was previously provided by DERM but commencing with the 2012 Account, it has since been provided by Seqwater.

Method

The volume was calculated by multiplying the nominal allocation volume (equivalent to entitlements in the 2012 Account) stated in the ROP or IROL by the announced allocation percentage. Data were then sorted into water security type and WSS. Urban holders of supplementary licences were then removed individually from the data and included in line item 21.2 Surface water allocation announcements – urban system.
