5.1 Surface water allocation remaining

a. Overall

The volumetric value for the line item at the end of the 2011–12 year was 11,578 ML.

This line item represents the claims on the region's surface water held by non-urban entitlement holders at the beginning and end of the 2011–12 year. 

Allocation carryover from one water year to the next does not occur in the South East Queensland (SEQ) region. All unused allocation at the end of a water year is forfeited. 

Where a water supply scheme (WSS) has a water year that does not match the year of 1 July – 30 June, there is potential for claims to be remaining at 30 June as the water year has not concluded. Within the SEQ region, the Lower Lockyer WSS's water year (1 April – 31 March), accordingly any unused allocations remaining at the end of the 2011–12 year are available at the start of the 2012–13 year (1 July 2012).

  • The allocation announcement at the start of the water year (1 April 2011) in the Lower Lockyer WSS was 100% and remained 100% for the remainder of the water year. The allocation announcement at the start of the next water year (1 April 2012) was also 100%.
  • Line item 13.1 Adjustment and forfeiture of surface water allocation includes adjustments and forfeiture. As distribution loss allocations are not diverted (as they are in-stream use), all distribution loss allocations are accounted for as adjustments. b. Non-urban surface water allocation remaining – reconciliation

The following table shows the non-urban surface water allocation reconciliation. A relatively higher carryover volume at the beginning of the 2011–12 year has resulted in a higher forfeiture of surface water allocation compared to that reported for the 2011 Account.

Method

Announced allocations for the Lower Lockyer WSS's water year (1 April – 30 March) were obtained from the Seqwater website. Metered quarterly use data were extracted from Department of Natural Resourecs and Mines (DNRM) Water Scheme Operator Report. Any unused allocation remaining at the end of the water year (i.e. 31 March) was forfeited; and there was no carryover of allocation between water years. The allocation remaining at the end of the 2011–12 year (30 June 2012) was calculated by subtracting the first quarter use (1 April – 30 June) from the announced allocation made on 1 April 2012.

Assumptions, limitations, caveats and approximations

It was assumed that all entitlement, allocation and diversion data within the Water Scheme Operator Report were accurate and current at the time of data extraction.
