The volume reported in the water accounting statement (0 ML) relates to the carryover of allocations against the River Murray Class 6 (formerly metropolitan Adelaide) entitlement, which is administered as a share in the River Murray consumptive pool for South Australia. The Class 6 entitlement holds 130,000,000 shares in the consumptive pool; the value for each share can exceed 1 kL (SAMDBNRMB 2009).

The annual allocation for River Murray entitlements for 2009–10 was announced on 3 August 2009 and published in the South Australian Government Gazette. The water allocation rate for the Class 6 entitlement during 2009–10 was set at 1.1538 kL per share (i.e. 150,000 ML for the year).

The volume of water abstracted against this allocation in 2009–10 was 56,970 ML, leaving 93,030 ML of unused allocation in 2010–11.However, carryover is not permitted for the Class 6 entitlement (SAMDBNRMB 2009). Therefore, the volume recognised at line item 7.6 in the water accounting statement as at 30 June 2010 is zero. It is presented in the table below with the other line items relevant to the River Murray Class 6 entitlement.

Carryover of allocations is permitted for other River Murray entitlements, such as the Class 3a (formerly irrigation). However, carryover could not be adequately quantified for these entitlements. The carryover of allocations associated with the entitlements held by Barossa Infrastructure Limited (BIL) is a notable omission.
