For all ACT water access entitlements, the licensed water management year was from 01 July 2009 to 30 June 2010.
Any unused allocation at the end of the reporting period (30 June 2010) is forfeited. As Actew’s licence to take water does not distinguish between regulated and unregulated entitlements, the unregulated abstraction from the Murrumbidgee River has been subtracted from the total urban water access entitlement. The total forfeiture calculation has also excluded the volume of water transferred from Mount Stromlo Water Treatment Plant to Googong Reservoir, as it is not counted as an abstraction under ACTEW’s Licence to take water. Therefore, total forfeiture for the reporting period is equal to the total annual allocation for all surface water resources within the Canberra region (see Line item 23.8), minus the total allocation diversion of regulated flows (see Line item 19.8.4), minus the diversion of unregulated flows for urban water access entitlement (Line item 14.6.2), plus the other lumped water distribution system increase (see Line item 20.7).
