The volumetric value for the line item is 480,685 ML.

The line item represents:

  • different sources of data being used in a number of allocation-related line items that have resulted in the calculated year end carryover balance not aligning with announced year end carryover balance
  • the value for advance diversion of surface water allocation remaining (Line item 7.6). This value has not been included in the calculation of allocation account balance for allocation related line items as it is a water asset. However, it contributes to the both the value for opening and closing balances for allocation related line items used to calculate this line item value (see the ‘Method’ below)
  • the net change in commitment to deliver traded water. Water trading results in the allocation account balance changing to reflect the increase or decrease in water from buying or selling in the water market. This was not used in the calculation of allocation account balance for allocation-related line items. Water trading can also result in reporting of water against a different line item from that where the original allocation may have been reported.

Method

The Bureau of Meteorology calculated the line item value as described below.
The following table shows details of beginning allocation remaining volume, allocation announcement, allocation delivery, allocation adjustment and forfeiture and end-of-year allocation remaining volume for all classes associated with regulated flows in the Murray–Darling Basin region.

End of 2009–10 allocation remaining volume (column five of the table) was calculated by subtracting recorded allocation delivery volume and allocation adjustment and forfeiture (columns three and four) from beginning allocation remaining volume and allocation announcement for 2009–10 (columns one and two). Column six of the table shows end of 2009–10 carryover volumes as recorded by the data providers. Collectively, all liability classes show a difference of 480,685 ML between calculated and recorded end-of-year liability volume.

  • Due to data sources for allocation-related line items not aligning with the recorded allocation carryover it is possible that the contributing line items may be incorrect. If the underlying value was corrected and the calculation for trade included above then this line item would be zero.
