South Australian data for all other purposes (including high-security environmental purposes and individual irrigation holders) other than urban and stock and domestic use should be included in this line item. South Australian data for this line item is not available.

Victorian allocation adjustment and forfeiture volume is the sum of the 5% evaporation volume as supplied by the Victorian Department of Sustainability and Environment (DSE) and the 50% allocation carryover limit as shown in the water access entitlement (WAM) report Victoria 2009–10. Unlike other states, this line item is not derived from other line items. Therefore, this may result in the Victorian component of line items not reconciling to the allocation remaining (carryover) closing balance shown in the line items. Separate data supporting the Victorian evaporation and 50% carryover rules is provided in the following table.

1 The Wimmera–Avoca and Ovens regions do not provide for carryover. Therefore, the allocation adjustment and forfeiture has been calculated as the  difference between the allocation announcement and the allocation diversion.

 

Victorian data include the regulated system total allocation adjustment and forfeiture within each region. It was not possible to separate allocation adjustment and forfeiture for different purposes such as urban, irrigation and environment, or between high-reliability and low-reliability classes of licence.

Victorian allocation adjustment and forfeiture are shown in the source valley, even though the water was taken in a different destination valley. Therefore all entitlements in the Goulburn–Broken region have their allocation adjustments and forfeiture shown in the Goulburn–Broken region, rather than the destination valleys of the Loddon or the Campaspe.

Method

  • WAM supplied data are either measured, modelled or estimated
  • New South Wales Office of Water supplied data are prepared on a water balance approach. It implies that the movement of values during the year will balance the opening and closing balances. The forfeitures and adjustments have been checked to ensure that the closing balance reconciles.
  • For the Goulburn–Broken, Loddon, Campaspe and Murray–Victoria regions the volume is calculated as the sum of the 5% evaporation volume, as supplied by DSE, and the 50% allocation carryover limit rule as shown on the WAM report Victoria 2009–10.

 

Uncertainty

The WAM report sourced data does not have uncertainty information on allocation announcement. The uncertainty of the remaining data are shown in the table entitled ‘Adjustment and forfeiture of allocation on regulated flows for other lumped holder category in the Murray–Darling Basin for 2009–10’ in Supporting information.

 

Approximations, assumptions, caveats/limitations

  • For Victoria, it is not expected that the allocation remaining (carryover) opening balance for 2009–10 will reconcile to the carryover closing balance for 2009–10 as WAM report data was used for allocation announcements, allocation adjustments and forfeiture, allocation diversions and allocation trade. As the data was from two different sources and the WAM report opening balance for carryover was different to the carryover opening balance for 2009–10 volume supplied by DSE, volumes may not reconcile.
