This line item refers to the water allocations for the major reservoirs within the Perth region that supply water to the urban system.
All but one of the 14 surface water resources are used for public water supply within the Perth region. The other (Helena River), primarily supplies water to the Kalgoorlie Goldfields, located outside the Perth region boundary.

The Water Corporation manages the urban water supply system, which is subject to licence agreements for abstraction of water from the reservoirs. One of the conditions of the licence agreement is that the maximum amount of abstraction for each year is announced by the Minister for Water on an annual basis. The announced allocation is made after a review, by the Department of Water, of surface water levels in the Perth Region in October of the reporting year.
The total surface water allocation announcement is assumed to equal 100% of the annual entitlement.
