The National Water Account 2010 acknowledges the varying to water that support water resource management in Australia.
The jurisdictional legislative water resource management frameworks vary greatly between jurisdictions, sometimes making comparisons difficult. To facilitate meaningful comparison between the water-accounting reports included in the National Water Account 2010, the Bureau of Meteorology has developed and applied an accounting concept to classify and report water entitlements within a water-asset/water-liability framework. The accounting concepts for ‘regulated’ and ‘unregulated’ may differ from the legislative interpretation in some jurisdictions.
The water rights, allocations and abstraction relevant to the Perth region for 2009-10 are presented in the table below.

The total water allocation announcement is assumed to equal 100% of the annual entitlement. The only exception to this during 2009-10 was the surface water right to the bulk irrigator holder (R1.3.2.1), as indicated in the table above. The Department of Water issues water entitlements to Harvey Water. Harvey Water holds a bulk water licence to take water that is stored in, and released from, reservoirs owned by Water Corporation. Given the relatively low water levels in the major irrigation supply reservoirs during 2009-10, Water Corporation allocated a percentage of the water entitlement available for use that was less than 100%.
