Carryover from one water year to the next does not occur in the South East Queensland (SEQ) region. All unused allocation at the end of a water year is forfeited.
In most water supply schemes (WSSs), the water year matches the reporting period of 1 July – 30 June, so that no carryover is recognised. Within the SEQ region, the Lower Lockyer WSS is the only WSS for which the water year (1 April – 31 March) does not match the reporting period (1 July – 30 June). In this specific case, for the purpose of this report, any unused allocations remaining at the end of 2009–10 are carried over to 2010–11.

Although no carryover occurs for allocations within the SEQ region, due to allocations within the Lower Lockyer WSS being announced for a water year from 1 April to 31 March (which overlaps with the National Water Account 2010 reporting year), there is the potential for allocation remaining where allocation holders do not use their entire allocation before 30 June 2010.

DERM.
Announced allocations for the Lower Lockyer water year (1 April – 30 March) were obtained from DERM’s WERD for all allocations within the Lower Lockyer WSS. Metered quarterly use data were extracted from DERM’s WMS database for the first quarter (April to June). Any unused allocation remaining at the end of the water year (31 March) was forfeited; therefore, there was no carryover of allocation between water years. The allocation remaining was calculated by subtracting the first quarter use from the allocation.
