8.1.9.7 Allocation on regulated flows remaining — other lumped holders

Carryover from one water year to the next does not occur in the South East Queensland (SEQ) region. All unused allocation at the end of a water year is forfeited.

In most water supply schemes (WSSs), the water year matches the reporting period of 1 July – 30 June, so that no carryover is recognised. Within the SEQ region, the Lower Lockyer WSS is the only WSS for which the water year (1 April – 31 March) does not match the reporting period (1 July – 30 June). In this specific case, for the purpose of this report, any unused allocations remaining at the end of 2009–10 are carried over to 2010–11.

The method of calculating the allocation remaining from the allocations, consumption and forfeiture can be seen in the table below.

  1. Due to a low volume of water in the Lower Lockyer WSS at the start of the water year (1 April 2009), an allocation announcement of 27% of entitlement was made. During the water year, greater than expected inflows into the WSS enabled additional allocation announcements to be made. One of these (48%) occurred before 2009–10 (1 July 2009 – 30 June 2010), on 1 June 2009. Two additional allocation announcements occurred in 2009–10, on 1 September 2009 (71%) and 11 March 2010 (100%). These additional amounts, combined with the 100% allocation announcement at the start of the next water year (1 April 2010), make up the total allocation announcement for 2009–10 of 17,143 ML.
  2. Line item 26.1.9.7 Adjustment and forfeiture of allocation on regulated flows – other lumped holders includes adjustments and forfeiture. As distribution loss allocations are not diverted (as they are in-stream use), the amount to be forfeit could not be calculated, and thus all distribution loss allocations are accounted for as adjustments. For more information, refer to line item 26.1.9.7 Adjustment and forfeiture of allocation on regulated flows – other lumped holders.

Although no carryover occurs for allocations within the SEQ region, due to allocations within the Lower Lockyer WSS being announced for a water year from 1 April to 31 March (which overlaps with the National Water Account 2010 reporting year), there is the potential for allocation remaining where allocation holders do not use their entire allocation before 30 June 2010.

Method

Announced allocations for the Lower Lockyer water year (1 April – 30 March) were obtained from DERM’s WERD for all allocations within the Lower Lockyer WSS. Metered quarterly use data were extracted from DERM’s WMS database for the first quarter (April to June). Any unused allocation remaining at the end of the water year (31 March) was forfeited; therefore, there was no carryover of allocation between water years. The allocation remaining was calculated by subtracting the first quarter use from the allocation.

Approximations, assumptions, caveats and limitations

It was assumed that all entitlement, allocation and diversion data within the WERD and WMS databases were correct and up to date at the time of data extraction.
