Murray-Darling Basin
17.8 Non-allocated diversions - urban water system

Supporting Information

The volumetric value for the line item for the 2010–11 year was 20,588 ML. The line item represents non-allocated diversions for urban water systems in the Murray–Darling Basin (MDB) region. Non-allocated diversions are made under water access entitlements, for which no present commitment (water liability) to deliver water to users was recognised.

The following tables provide information for the line item in the MDB region on sustainable diversion limit (SDL) area basis.

Further information for Queensland

Queensland volumes in the previous table were diverted under the unsupplemented entitlement class, in which the purpose of the diversion was known as urban. All unsupplemented diversions for which the purpose was not distinguished (may include urban diversions) in Queensland have been included in volumes shown under line item 17.7 Non-allocated diversions to users.

Further information for New South Wales

In New South Wales, no separate information was available in the unregulated system for urban purposes and therefore, all unregulated diversions are shown under line item 17.7 Non-allocated diversions to users.

Further information for Victoria

Victorian volume for the Goulburn SDL area includes 11,287 ML that was transferred from the Wallaby and Silver creeks to Melbourne.

Quantification Approach

Data Source

Water audit monitoring (WAM) data received from Queensland (22 December 2011) and Victoria (31 January 2012), and stored in the Murray–Darling Basin Authority HYDRO database.

Provided by

Murray–Darling Basin Authority.

Method

Values are based on metered diversions and estimates. The estimates are based on user meter readings and user returns.

Assumptions, Limitations, Caveats and Approximations

Estimates of uncertainty of the diversions are indicative of the accuracy of bulk diversions at the abstraction point on the river only.

Uncertainty reported for diversion at the abstraction point accounts for possible errors in the data collection process.

A single metered abstraction point may provide water to a range of users under various types of entitlements (e.g. stock and domestic class). When this happens, the jurisdiction may split the metered abstraction into several classes of entitlements or types of users, according to priority rules governing the entitlements. This split has an inherent uncertainty that is not considered here.

Uncertainty Information

The following tables show the WAM uncertainty definitions and the measurement method applied that relates to the reported uncertainty percentage, and the WAM uncertainty percentage for each entitlement class for each jurisdiction.

Uncertainty percentage   Accuracy Description
5 Metered diversions
10 Estimate based on user meter readings
