Murray-Darling Basin
37.1 Surface water allocation trade within region

Supporting Information

The line item includes information on water allocation trade within the Murray–Darling Basin (MDB) region.  The volumetric values for the line item for the 2010–11 year were 2,728,197 ML purchased and 2,707,561 ML sold for the whole MDB region.

Purchase volumes include water purchased internally and from outside sources for a reporting unit. Sold volumes include water sold internally and to outside areas from a reporting unit. Both allocation trade volumes and transferred volumes due to tagging of entitlements are included in the values provided in this note.

Although no allocation trade occurred between the region and external areas, purchased and sold volumes for the whole region were not equal. This could have occurred for the following reasons:

  • State reporting mechanisms for trades can differ, for example when a trade is approved and then cancelled, or timing differences such as when a trade was actually approved by the state and sustainable diversion limit (SDL) area of origin and by the state or SDL area of destination.

  • There may be a difference in recording the volume of water traded and approved between the originating SDL area and the destination SDL area of the water trade. For example an exchange rate or a transmission loss may be applied against the original volume of water traded in the originating state versus the state of destination.

The following two tables provide a summary and breakdown information on allocation trade within the region.

Quantification Approach

Data Source

(1) New South Wales: NSW Office of Water's Water Accounting section, and (2) water audit monitoring (WAM) data received from Queensland (22 December 2011), South Australia (07 February 2012) and Victoria (31 January 2012). WAM data are stored in the Murray–Darling Basin Authority HYDRO database.

Provided by

Murray–Darling Basin Authority.

Method

WAM data were obtained from water trade registers.

Assumptions, Limitations, Caveats and Approximations

The Warrego SDL area in Queensland is predominantly unsupplemented but contains the supplemented Cunnamulla Water Supply Scheme. All the allocation trade within the Warrego region is assumed to be within Cunnamulla Water Supply Scheme.

For New South Wales data, the New South Wales Government does not guarantee that water information data are current nor does it guarantee that the data or the data capturing processes are free from corruption or error. Data provided at this site are preliminary and the department's quality assurance procedures may be incomplete. The department cannot warrant and does not represent that the material that appears on its website or any linked websites is complete, current, reliable and/or free from error.

Uncertainty Information

WAM sourced data do not have any uncertainty information on allocation trade.

Comparative year

This line item corresponds to line items T3.1.1 Within and into MDB region allocation trade regulated flows – within Basin Plan regions and T3.1.1 Within and out of MDB region allocation trade regulated flows – within Basin Plan regions, reported in the 2010 Account. In the 2011 Account, the following change was made that caused the 2009–10 year value to be restated:

  • Improved data sets were made available after the publication of the 2010 Account. Restatement of the value published in the 2010 Account was made as the difference was material and increased the accuracy of the information provided to the users of the National Water Account.

The changes and their respective values are detailed in the following tables.
