Lower Lockyer water supply scheme (WSS) water year is from 1 April–31 March. All unused Lower Lockyer WSS allocations at 30 June 2013 were not regarded as forfeiture but rather as allocation remaining at the end of the 2012–13 year (1 July 2012–30 June 2013). The volume reported represents the unused water allocation that remains available for use until 31 March 2014. Further information can be found in line item 5.1 Surface water allocation remaining.

This line item includes forfeiture, and adjustments on allocations. In some WSSs, allocation announcements were made for distribution loss entitlements (Central Lockyer WSS, Lower Lockyer WSS, and Warrill Valley WSS). These allocations cover conveyance losses from delivering water for other allocations. All distribution loss allocation usage has been included as adjustments in this line item as use is within stream and cannot be considered a diversion.

b. Non-urban surface water allocation remaining – reconciliation

The following table shows the non-urban surface water allocation reconciliation. A relatively lower carryover volume at the beginning of the 2012–13 year has resulted in a lower forfeiture of surface water allocation compared to that reported for the 2012 Account.

Comparative year

The Bureau of Meteorology recalculated the 2011-12 year volume using the corrected dataset on allocation diversion 17.11 Entitled diversion of allocated surface water to users as obtained from Seqwater. Consequently, the volume has been restated from 68,055 ML (as published in the 2012 Account) to 67,399 ML.
