The volumetric value for the line item at the end of the 2012–13 year was 5,986 ML.
This line item represents the volume of water diverted from surface water by non-urban (excluding Seqwater and Toowoomba Regional Council) holders of supplemented allocations.

Table Notes:
1. Central Brisbane River and Stanley River WSS supplemented allocation diversions were not available from Queensland Department of Natural Resources and Mines (DNRM) Water Management System (WMS) at the time of publication. These have been reported as (–) in the 2013 Account.
2. Cressbrook Creek WSS is used to supply water to the town of Toowoomba. All supplemented allocation diversions within the Cressbrook Creek WSS were included in line item 17.12 Entitled diversion of allocated surface water to urban water system.
3. Approved diversions took place through licences along Bright View channel and Buaraba Creek Channel for the Lower Lockyer.
4. The diversions shown in the table exclude distribution loss volumes, as these were included in line item 13.1 Adjustment and forfeiture of surface water allocation.
5. Pine Valley WSS is used exclusively for urban water supply. All supplemented allocation diversions within the Pine Valleys WSS were included in line item 17.12 'Entitled diversion of allocated surface water to urban water system'.
b. Non-urban surface water allocation remaining – reconciliation
The following table shows the non-urban surface water allocation reconciliation. A relatively lower carryover volume at the beginning of the 2012–13 year has resulted in a lower forfeiture of surface water allocation compared to that reported for the 2012 Account.

Method
Supplemented allocation diversions were provided by Seqwater for each water resource plan (WRP) area. The current resource operation plan reporting requirements do not allow for reporting by 'type' of use. This line item was calculated by removing the urban diversions (line item 17.12 Entitled diversion of allocated surface water to urban water system) from the total supplemented allocation diversion. This represents the remaining high-priority holders and all medium-priority holder diversions.
Assumptions, limitations, caveats and approximations
Seqwater has accepted metered data provided by water supply scheme (WSS) operators in good faith. The volume calculated excludes distribution loss, which was included in line item 13.1 Adjustment and forfeiture of surface water allocation.
Diversions for the following rural-based WSSs were not necessarily solely for irrigation purposes, and may have included some supplemented allocation diversions for urban purposes:
- Central Lockyer WSS
- Lower Lockyer WSS
- Warrill Valley WSS
- Logan River WSS.
