security licence
A permission to use water at a prescribed level of reliability.
High-security licences provide greater reliability for special needs, such as household water, electricity generation, some industry and some perennial high-value crops.
On-channel general security licences have lower reliability, which means that these licence holders—usually irrigators of annual crops—are more susceptible to reductions in water availability.
